Homeland Defense

Much has been done regarding the deployment of Homeland Defense strategies on the state and local levels. A number of organizations and agencies have developed very effective planning documents and initiated response steps in the event of an unthinkable emergency.

The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) has created a regional committee designed to view these individual efforts from the 30,000-foot perspective to make certain that there are no vulnerabilities in our regional response efforts. There may be cracks between these plans that could be problematic in the event of an emergency. Toward that end, OKI is proposing to assess our further needs and identify areas of serious concern.

In addition, OKI is interested in incorporating various design elements into the transportation systems to allow for Homeland concerns. Issues of access for emergency vehicles as well as design of shoulder width are critical components of our future planning. There could also be a number of other recommendations from the community that should be considered that a group of this stature could provide the Council of Governments.

In order to initiate and focus discussion about regional homeland security capabilities, we asked the region to respond to a survey. The focus was about the region and not about any one jurisdiction. The responses to this survey, which was performed by The Tarrance Group, gave the homeland defense working group a snapshot of the regional needs. Those needs will now be used to provide a game-plan for the region and to enhance our ability to respond in the event of an emergency.
